在國(guó)內(nèi)重點(diǎn)高等院校獲得本科以上學(xué)歷的外國(guó)優(yōu)秀人才,畢業(yè)后在我市從事創(chuàng)新創(chuàng)業(yè)活動(dòng)的,可憑借高校畢業(yè)證書和創(chuàng)新創(chuàng)業(yè)證明材料,申辦有效期2至5年的私人事務(wù)類居留許可;被企業(yè)、單位聘雇的,可按規(guī)定申辦工作類居留許可。對(duì)企事業(yè)單位聘雇的外國(guó)人,已連續(xù)兩次辦理1年以上工作類居留許可且無(wú)違法違規(guī)行為的,第三次申請(qǐng)工作類居留許可,可按規(guī)定申辦有效期5年的工作類居留許可。
For outstanding foreign students who have obtained a bachelor's degree or above from key universities in China and are engaged in innovation activities or business start-up in Shijiazhuang City, the applicant may apply for residence permits for private affairs valid for 2-5 years by providing their graduation certificates and supporting materials for innovation or business start-up activities. Foreigners employed by enterprises and public institutions in China may apply for work-type residence permits in accordance with relevant provisions. For those who have obtained work-type residence permits with validity periods more than 1 year for two consecutive times and had committed no violations of any laws or regulations, they may apply for residence permits with validity periods of less than 5 years in accordance with relevant provisions when they apply for work-type residence permits for the third time.
根據(jù)外國(guó)人才分類標(biāo)準(zhǔn),允許外資企業(yè)在我省設(shè)立的研發(fā)中心以團(tuán)隊(duì)為單位,為團(tuán)隊(duì)內(nèi)外國(guó)高端人才(A類)申請(qǐng)不超過(guò)5年的工作許可。對(duì)于外資研發(fā)中心聘用的外國(guó)高端人才(A類),符合條件的可以采取告知承諾制、容缺受理等方式辦理工作許可。我省重點(diǎn)發(fā)展領(lǐng)域、行業(yè)引進(jìn)外籍人才和創(chuàng)新創(chuàng)業(yè)團(tuán)隊(duì)成員,可憑工作許可和單位函件申辦有效期5年以內(nèi)的工作類居留許可。創(chuàng)新創(chuàng)業(yè)團(tuán)隊(duì)外籍成員,也可憑團(tuán)隊(duì)負(fù)責(zé)人擔(dān)保函件辦理有效期5年以內(nèi)的私人事務(wù)類居留許可。京津冀區(qū)域內(nèi)任職的外籍高級(jí)經(jīng)營(yíng)管理、專業(yè)技術(shù)人才,在本區(qū)域內(nèi)變更工作崗位,經(jīng)公安機(jī)關(guān)出入境管理部門備案后,可免于重新辦理居留手續(xù)。

Foreign high-end talents (Category A) hired by foreign-funded R&D centers, who meet the conditions, can apply for work permits through methods such as notification and commitment system and deferral acceptance. The introduce foreign talents in key development areas and industries in this province, as well as members of innovation and entrepreneurship teams can apply for work-related residence permit for no more than 5 years by providing a work permit and a letter from the unit. Foreign members of innovation and entrepreneurship teams can also apply for residence permits for private affairs valid for 2-5 years by providing a guarantee letter from the team leader.
Foreign senior management and professional technical talents working in the Beijing-Tianjin-Hebei Urban Agglomeration who change their job positions within the agglomeration are exempt from re-processing residence procedures after being registered with the entry and exit management department of the public security organs.
